localize it in German & encrypt data on the fly

Ad 1: Encryption
Don't know whether data are encryped on the PC of the user or on the server of the company. The first alternative would be the better one since data could not be tapped.

Ad 2: Localization
AFAIK there is no similar program on the German market and the German speaking community is somewhat more than 100.000.000 people - not everybody owning a computer but the percentage could be similar to the American population.
